deeper dive: Using your cpf savings for housing

Your OA has been saving up for your first home. Here’s how to use it well.

For most Singaporeans, buying a home is the single biggest financial decision they’ll make. And for most first-time buyers, their CPF Ordinary Account plays a central role in making it happen.

But “your CPF can help you buy a home” is only the beginning of the story. The details matter – and understanding them before you’re standing at the counter signing papers makes a real difference.

What can your OA be used for?

Your OA savings can be used for both HDB and private property purchases, covering:

Down payment – the initial lump sum required when you commit to a purchase. For HDB flats with an HDB loan, this is typically 20% of the purchase price. For bank loans, the requirements differ.

Monthly mortgage repayments – your OA savings can be used to service your monthly loan instalments, so you’re not necessarily paying out of pocket every month.

Stamp duties and legal fees – the administrative costs of a property transaction can also be covered by your OA.

Home Protection Scheme (HPS) premiums – HPS is a mortgage-recurring insurance that pays off your outstanding home loan if you pass away, become terminally ill, or suffer from total permanent disability. Premiums are paid from your OA automatically if you’re using CPF for your housing loan.

HDB vs Private Property: What’s different?

The broad strokes are the same – your OA can be used for both. But there are some important differences.

For HDB flats, you can take either an HDB loan or bank loan. With an HDB loan, you can use your OA savings to cover up to 100% of the purchase price (subject to valuation and loan limits). With a bank loan, you’ll need to have some cash on hand for part of the down payment.

For private property, you must use a bank loan. The minimum cash down payment is higher, and there are additional restrictions on how much of your OA you can use depending on the remaining lease of the property.

CPF Housing Refund: What it means in practice

When you sell your home, the CPF savings you used – including the interest those savings would have earned had they remained in your OA – must be refunded to your CPF accounts.

Here’s a simplified example of how this works:

Total housing refund equals the principal amount withdrawn plus any interest that would have been earned on that amount. If sales proceeds are less than this amount, there is no need to top-up the difference.

Planning for a home? Run the numbers first

Before deciding how much to budget for a home, or how much of your OA savings to use, try the CPF Home Purchase Planner. It helps you work out a home price that fits your budget, estimate how much CPF and cash you may need, and see how your housing choices could affect your future CPF savings.

That way, you can plan for a home you love without stretching yourself too thin or putting your other goals on hold.

A NOTE FOR SAFE HARBOURS

If you’re planning to buy a home that accommodates family – parents, siblings, or others you’re responsible for – your housing costs may be higher than average. That makes it even more important to understand exactly how much of your OA you’re committing, and what that means for your other financial goals.

A home is a wonderful thing to provide for the people you love. Just make sure the plan is sustainable for you too.
